The problem is that you are making the request as a POST request, not a GET request as you should do.
This is how the response should look like:
$response = new HTTP_Response(200, [], ['Content-Type' => 'application/json']);
$response->setHeader('Content-Type', 'application/json');
$json_output = json_encode($request);
$json_output = str_replace('\/\/', '/', $json_output);
$response->setBody( $json_output );
I tested this code and it works as expected.
The other changes I made to your code are not necessary.

Use the PHP native json_encode() instead of str_replace() as suggested by @Pier.
